DataQs requirements for MCSAP grant funding.
The Federal Motor Carrier Safety Administration (FMCSA) proposes revisions to the DataQs requirements for Motor Carrier Safety Assistance Program (MCSAP) grant funding. These changes aim to enhance the impartiality, timeliness, transparency, and fairness of the Request for Data Review (RDR) process, which enables users to challenge crashes and inspections’ data they believe are inaccurate. Key proposals include:

Multi-Level Review Process: States must implement a multi-level review process for RDRs, including independent evaluations and panels of subject matter experts.

Timelines: States must adhere to strict deadlines for each stage of the RDR process, including opening requests within 7 days and providing decisions within 21–30 days.

Transparency: States must provide detailed explanations for decisions and submit DataQs Implementation Plans to FMCSA for approval.

Accountability: States must address backlogs and comply with FMCSA requirements to maintain MCSAP funding.
FMCSA is responding to public comments received on a previous proposal and has announced a 60-day comment period ending September 2, 2025.
